_Procedural Matters
Most cases are voted by one board Member and two Commissioners. If the first two decision makers agree with their votes, then the file is not sent to the third person to vote because no matter how they vote, it isn ’t going to change anything. The only time a case is sent to the third voter is to break a tie.

If parole is approved, it can come in several different ways:

     
FI-1   Release when eligible and the paperwork is complete
FI-2   Release on a specified date
FI-3R   Transfer to a TDCJ-ID rehab program, then release to parole only after the program is completed and no sooner than 3 months from a specified date.
FI-4   Send to a pre-release transfer facility prior to a specified release date
FI-5   Release upon completion of the In Prison Therapeutic Community substance Abuse Prevention Program
FI-6R   Transfer to a TDCJ-ID rehab program, then release to Parole only after the program is completed and no sooner than 6 months from a specified date
FI-7R   Transfer to the Serious and Violent Offender Reentry Initiative (SVORI) program.
FI-9R   Transfer to a TDCJ-ID rehab program, then release to Parole only after the program is completed and no sooner than 9 months from a specified date
FI-18R   Transfer to a TDCJ-ID rehab program, then release to Parole only after program completion and no earlier than 18 months from a specified date
FI   The “FI”s listed above stand for “further investigation”
NR   stands for “Next Review” which means you were denied parole and the date given indicates when you will be brought back up, approximately
SA   means “serve all” which indicates that you won’t be considered for parole review again, but you may get subsequent reviews for release to mandatory supervision

An interesting note on the FI-3R; FI-6R; and FI-9R are that once voted by the Parole Board, it is up to TDC (TDCJ-ID) to get you into a rehab program.
